Title: inside wheel plates

making a new axle and the swamp fox has plates welded to the axle that seal around the rim. what is the purpose of these? should I leave them on or take them off?

that's the wheel cover pic you seen. don't know what I'm doing with pics or phones, I like a rotary phone

Just never saw a plate like that before om the inside of the wheel ?
