The charge voltage should go up a bit with the new battery, 13.8 is not that bad in my opinion for those engines.

UPDATE

I charged the battery for 2 days with a 2 amp trickle charger then used the lawnmower all day with multiple stops and starts with no issues. So a new battery will be going in. Thanks guys

I also noticed with a good top charge the voltage dropped to 10.5 volts on start. much better then the 6.5 before the top charge

The only weird thing is that the mower is putting out 13.8 volts so it is charging the battery when mowing so I would have thought after an hour it would be fully charged but it seems to only get a good full charge with the trickle charger.

I hope this info will help someone else in the future

  then try a better battery and see what happens before you condemn the starter. the starter can still be bad if it is pulling too many amps to turn

I checked the  battery today and it was 12.27V, when I went to crank, the started engaged, but did not turn over the engine. volts dropped to 6.10V for about 1 sec then the engine turned over and volts went up to 10 and the engine started. I "hot" spot on the armature will do this?? and how does a hot spot form/

+1 on the starter, checking grounds also not a bad idea

X2 ! Starter has a Hot spot in the armature and is getting weak !

Hi guys

24 hp Intek vertical shaft, It seems like my starter will engage but not turn over the engine. sometimes it turns over fine, sometimes it takes a few turns of the key. once it turns over the engine will start with zero issues. just hard to turn over sometimes. Could it be valves needing adjusting? the engine is 10 years old. had lower gasket replaced 4 years ago. other then that no maintenance has been done.
